Job Summary:
This position plans organizes, directs and supervises a road maintenance crew and construction activities.

Essential Functions:

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Plans, organizes, schedules and coordinates work of road maintenance crews; monitors employees engaged in paving, excavating, grading, installing pipe, building catch basins, clearing rights-of-way and scraping roads and ditches working with crews as required.

Secures work zone for crew including proper signage and traffic control and assists crew members in constructing and repairing roads, bridges, and storm drainage structures.

Ensures crew is properly equipped for each job and regularly inspects the roadway to check for needed maintenance.

Responds to questions and complaints from the public on-site involving roads, bridges and storm drainage, and responds to calls regarding traffic signal outages, downed trees, etc., during regular business hours and after hours.

Purchases materials and supplies as needed under department guidelines.

Employees in this classification may be expected to perform any related duties as required by their ranking supervisor or other proper authority.

Knowledge, Skills, and Abilities:


Extensive knowledge of road construction and maintenance methods, practices, and procedures.

Knowledge of county and department policies and procedures.

Knowledge of the geography of Rockdale County and equipment used in road maintenance and its safe and efficient operation, safe work methods in traffic.

Knowledge of the use, care, and handling of hazardous materials and skill in reading and understanding maps and blueprints.

Skill in organizing, directing, and managing road maintenance programs/services and in operating front-end loader, backhoe, excavator, motor grader to scrape roads, and clean out ditches as well as other heavy equipment.

Ability to understand, interpret, and explain laws, regulations, and policies governing the road maintenance program, and to identify and analyze problems and implement operational changes using independent judgment.

Ability to communicate effectively, both orally and in writing, and to determine the appropriate course of action in an emergency or stressful situations.

Ability to understand program objectives in relation to departmental goals and procedures, and to demonstrate tact and diplomacy, particularly when dealing with the public.

Ability to communicate effectively with co-workers, the general public, and members of diverse cultural and linguistic backgrounds.

Ability to regularly walk, stand, or stoop.

Ability to occasionally lift, carry, push, pull, or otherwise move objects weighing up to 80 pounds.

Ability to ascend or descend ladders, scaffolding, ramps, poles, and the like.

Ability to use tools or equipment requiring a high degree of dexterity.

Ability to walk, stand, crouch, or run on narrow, slippery, or erratically moving surfaces.

Ability to regularly drive a motor vehicle.

Ability to work for sustained periods of time maintaining concentrated attention to detail.

Ability to distinguish between shades of color.

Ability to communicate via radios.


Working Conditions:
Work exposes incumbent to conditions such as fumes, noxious odors, dust, mist, gases, and poor ventilation. Work exposes incumbent to possible bodily injury from moving mechanical parts of equipment, tools, or machinery. Work is performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather, and requires the use of protective devices such as masks, goggles, and gloves.

Minimum Qualifications:
1) High school diploma or equivalent.
2) Seven (7) years of progressively responsible experience in road repairs and maintenance with at least two (2) years experience in a supervisory capacity.
3) OR have a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
4) Valid State of Georgia Commercial Driver’s License (CDL).
5) Must obtain Erosion and Sediment Control certification within six (6) months of hire.

Preference:
1) Two (2) years of vocational course work in road construction and maintenance.
