Overview

Chief Administrative Officer - Office of Research (OoR), UCSF. The CAO is responsible for human resource management, budget, technology and space management of the units within the Office. The OoR is led by the Vice Chancellor for Research (VCR) and focuses on the academic mission of UCSF, with emphasis on academic research operations and science policy. The CAO manages a $125M budget, oversees centralized research administrative services delivered by 582 FTE to approximately 3,387 investigators across UCSF professional schools, and reports to the Associate Vice Chancellor of Finance and Administration in the EVCP Organization. The CAO is responsible for implementing the programmatic vision and strategic plan of the VCR. The CAO also serves as a core member of the EVCP administrative leadership team, contributing knowledge and expertise to guide oversight of all academic missions, including research, education, faculty and student affairs, and other support units. On-site requirement: 4 days per week.

Responsibilities

  • Oversee human resources, budget, technology, and space management for units within the Office of Research.
  • Manage centralized research administrative services delivered by a large team to support a broad investigator base.
  • Implement programmatic vision and the strategic plan of the Vice Chancellor for Research.
  • Collaborate as a core member of the EVCP administrative leadership team to guide oversight of research, education, faculty and student affairs, and other support units.
  • Engage with internal and external stakeholders to advance the offices mission and compliance requirements.

Required Qualifications

  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Skills in establishing and implementing customer service standards.
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
  • Strong knowledge of common organization-specific and other computer application programs.
  • Advanced project management skills, including the capability to manage capital projects.
  • Success with leading large-scale change initiatives in a complex organization.
  • Advanced knowledge of administrative management theory and ability to translate this knowledge into practice, including strategy development, systems planning and change management.
  • Excellent interpersonal skills to lead, motivate and influence others and to develop and maintain high standards of customer service; experience in building productive, collaborative relationships.
  • Management experience (minimum 5 years) in an academic research environment or equivalent experience.
  • Strong ability to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated track record in advocating and incorporating policy and program needs of a complex, multi-unit organization into broader plans.
  • Direct financial management experience for a large, complex academic operation; demonstrated success in developing and managing large budgets in a resource-constrained environment.
  • 10 years of directly-related experience.
  • Bachelors degree in a related field or equivalent experience/training.
  • On-site requirement: 4 days per week.

Preferred Qualifications

  • Knowledge of staff due process policies and procedures, conflict resolution strategies, and mediating disputes.
  • Knowledge of university policies and procedures in sponsored research, research infrastructure, finance and accounting, and academic and staff personnel.
  • Demonstrated experience in successful crisis management.
  • Masters degree preferred or equivalent level of education and experience.
